Go back to the second town (Brihton?) and go northwest. You should be able to use what you got from the last dungeon to go somewhere new.

Now I beat LV4 and got a small wallet and have 500 rupee, what item should I buy?

There's an item shop a few screens west of where you got that wallet. Get the thing you couldn't afford without it.

You could also go back to the starting area, go north, and buy the Raft, but you don't actually need that until later, whereas the item in the Northern Remdra shop is the very next thing you need to progress.

How do I get Venser's Cane? I only have the wand. As of now, I'm at the magitec factory.

Too late - You needed to have "beaten" Venser at Prismatic Gate in order to obtain the cane.

 

However, you can get another cane that is just as good later...

You missed it. Remember the fight with Venser at the Prismatic Gate? The one you lost and had Zelda save you from at the last second? You had to win that fight.

You can still get the Bloody Staff in the Blighted Abyss, though.

To expand on this: there are three sets of two inaccessible map squares in Northern Remdra and one set in Southern Remdra, IIRC.
