You gotta drop onto that platform from above. When it was daytime, did you do the Hamiltonian path puzzle to open the staircase?

Hamiltonian? I don't understand xD I guess not. I don't know how to get above the key room, either.

The room one screen to the right of where you posted that screenshot has a puzzle with the collapsing floors that you need to do in the day.

Hamiltonian paths are a type of puzzle, path ways where you can only step on each floor tile once, and you have to step on them all. Basically, there's a room you can only get to in the day time with crumbling floor, and you've got to step on all the floor tiles to make a staircase appear one screen to the right of where the key is. Then you can come back at night and drop down to get the key.

Edit: Dammit Evan, you ninja'd me literally as I was hitting the post button. Didn't even get the "1 new reply added" message.
Edit 2: And then I ninja'd TS in turn. Tic tac toe, three ninjas in a row. Okay then.

Here's what I mean with the shield reflecting light even when there's no light to use. On further testing the bottom left and bottom right corners also do it as well as the top right. Perhaps the light spots were also there in an older version?

How do you defeat Level four Boss named Scrouge?

Using your lens will show that he's got a big mark in his back (if you care at all about story, I believe this is from where Venser murdered him). You can only hit him from behind. He only takes ten hits to go down, but he's very tricky to hit.
 

Here's what I mean with the shield reflecting light even when there's no light to use. On further testing the bottom left and bottom right corners also do it as well as the top right. Perhaps the light spots were also there in an older version?

What the heck... I just played through it myself, and I can't replicate this. How in the world is that even happening...

I'm not able to recreate it, but I messed with something in the script (who unfortunately the creator of which has dropped off the face of the earth). Hopefully it's going to be fixed in the update.

Did either of you try in 2.50.1? That's the version I'm using if that makes a difference. I believe I have the most updated version of the quest as well as I just downloaded it like a day ago in case.

Otherwise, I don't know either. Only helped slightly in the fight anyway.

So there was a problem with the spotlights in 2.5.1 RC2. They were the main reason I said to use 2.5.0. If this doesn't fix it, it's probably a version issue.

I don't mean to poke fun, but this is all I could think of when I read this:

He'd be way more terrifying than the real lv4 boss ...

 

So, I'm shamelessly trying to exploit the bug for Venser's Cane. The battle's so chaotic I can't seem to do much but swing my sword wildly in his general direction. I managed to tackle several of the bosses many had trouble with without much of a struggle, so it's odd this one seems so impossible to me.

 

I'll be honest, I'm kind of running out of gas for these last few levels (although level 10 looks aesthetically amazing!).  I think if I give it a break I'll come back with new energy.

I'm having a strange issue it happens when you buy the bombs from this location.

Now what the issue is when you buy the bombs and you go to equip them like to the B button and I have my sword on the A button, the sword gets switched to the bombs and the bombs on the B button is replaced with the flute.

 

Its strange and it annoys the hell out of me, and it helps I'm using the 2.5.1 RC2.

He seems tougher than the others because, well, he is. He's basically the first phase of the final boss, only you're at 1/2 the health and damage output you should be and in a much tinier arena. Don't be surprised if he kicks your teeth in repeatedly. Here, maybe a video will help though: http://www.twitch.tv/russ_42/c/3782947

In general, you want to attack with the wand whenever possible. If he comes in close, slash at him to give you a few frames of no collision detection on him to get away. Super bombs help clear out the crowds later in the fight, and deal a whole lot of damage to him too.
 

Its strange and it annoys the hell out of me, and it helps I'm using the 2.5.1 RC2.

If I can quote the description:
"PLAY IN 2.5.0 ONLY OR YOU WILL EXPERIENCE ISSUES."

Basically, this is the least of your problems. If you keep playing in RC2, one of the later bosses will be all but unbeatable because of ZC bugs.
