You should be able to fall from the 4th floor in the top right room instead (the one with all the mirrors).  If I recall yeah the 3rd floor room is all for the ladder and even then the part of the pit you need to fall through is blocked off anyways I think. Hope this helps!

Unfortunately falling from the 4th floor stops at the third floor.  I also tried ZX2.53-R2 to see if that would work but same problem. All of the edges on the 3rd floor are ladder edges.Yes, went back and tried a different spot and eureka it works!! Thanks!!!

Finished Level 3 and don't have a clue where to find Level 4 . . . hint? Yikes . . . right in front of me.  nvm

Where is level 2???

Level 2 is to the right of Seabrooks Village in the snowy area.  You will need to explore for 3 different caves that contain a key in each.  You can use those keys in the mini ice gauntlet on the most southern part of the snow area, in which you will obtain the Ocarina.

 

If you have not found the fire crystal, it is in a cave separated by a ladder pit in the north western part of Farrow Fields.  With both of these items, you can make your way north in the snowy area and follow the path left of the old man in the mountain.  Hope this helps!
