Yeah, there's a sign which should point you toward the Citadel and the Golden Swamp. Just go right when you see it.

Where do you go at the start of Chapter 2, when you first arrive in Hyrule? The guards won't let me into Citadel, and everywhere else to go appears blocked with my current equipment or too difficult with said equipment.

You have to beat level 2 before you can get the White Sword. I designed the game like that because I didn't want people getting to the 3rd level before they completed level 2. And, think of this game as a game on its own, it doesn't follow the same rules as The Legend of Zelda with the amount of hearts and such.

Like Mr. Robin said, you have to go east to Moblin Forest. That is where the level 2 is at. And btw, you won't need to get to Citadel for a long while.

So about that level 3 bug...couldn't you just give level 3 a normal dungeon intro and put some bubbles at the entrance to restore Link's stuff? I mean I can understand if you want to wait for a stable version of 2.5 before you release the fix, but it seems much simpler to just change that one part in 2.10 to make it work in 2.5...
