Downloaded this a few hours ago, and looked through it and I think I can fairly judge it now. The colors are nice, but the tiles seem to be all over the place. Some are too detailed, some are not, it's just really inconsistent. I see that it's incomplete, and that's fine. I really wanted to use a revamped Classic tileset for my first quest, but I don't think I'll be using these.

I know this is incomplete, but there are quite a few issues I feel I should probably address while it's in its infancy, so such things get fixed.
First off, false version information isn't cool. You can save as a 2.10 quest, you know... but this is 2.11.
The additional palettes aren't god-awful, but they could certainly use some improving, especially the ones in shots 7 and 9.
Your new tiles are okay (nothing really clashes), but there's a few things that are quite miscolored. (see hammer posts, and the gates in shot 1)
Where'd the palette cycling animations go? You could at least have replaced them with tile animations.
There's still some good stuff in this set, though, which keeps it in the "good" range. Keep working on it, I'm sure it'll turn out well.
