So this is pretty grand, but it is not extremely versatile.
First, most of the credit for this goes to Plissken who did a great job reducing the color reduction on palace for me and set up the original art to work in the separate pieces included in this download. Once that was done, all I did was reposition it in ZQ and tweak a few things here and there.

Basically the base of the structure uses one cset and the overlay uses another and needs to be layered over the base of the palace. Also, there is an outline of the towers in the base...it might help you place the onion domes...but be sure to erase it after you place the overlay, as a few pixels of that outline will show through from underneath.
I included two doors, the original and one that I drew (which is a little lacking in detail
