Actually, both are accurate. Another commonly used is the "ID-10-T error", but that doesn't work as well unless you're actually talking to someone, since it's pretty easy to tell what it means if you write it on paper.

In my line of work, we still refer to those errors as PEBCAK errors (sounds funnier and people take it more seriously (Problem Exists Between Chair And Keyboard.))

We often refer to PEBCAK issues ad ID-10-T errors amongst ourselves. Because we're 4.

Computer cleaning software is good for driver update procedures. Even then, I don't use it too often. PCs, for the most part, can take care of themselves; just be careful about what you install, and what sites you visit, and you should be safe. I wouldn't necessarily call the entire industry a scam, but, for the most part, a bit of common sense is all that you'll need to avoid the legitimate cleaning software.
I used to use CCleaner almost religiously, until I realized that it was doing my system more harm than good. Now, the most "system cleaning" that I'll ever do is through Windows' default Disc Cleanup tool. If you get a new PC that's full of crapware, I'd recommend PC Decrapifier - it scans your PC for, well, bloatware, and gives you the option of uninstalling it as efficiently and fully as possible. If you use Adblock Plus, though, and avoid installing questionable software, you shouldn't ever really need to clean your computer.
