Question on older quest

I am working on Digipro31279's unofficial 5th quest. I was stuck at the impass with the ladders before level 9, then I read an old post that I need the flippers, and it was pointed out that they were in a shop with the Lens of Truth in an area west of level 1. Does anybody recall which screen has the shop -- I've pretty well burnt and bombed everything around that area to no avail.
