I have absolutely, not a single clue, what you are talking about. Your not making any sense, whatsoever. Type as if you were writing an essay, this way we may understand you clearly.

Ummm... You export the tiles and palletes from one tileset by taking screenshots or whatever and rip them into the other set.

Go to the tiles section of one tileset, and press F12 to take screenshots of all the tiles you want to combine with the second set (In the right Cset, of course). Then open up the second set and go to "Import palette". Choose the screenshots you just took. The arrangement of the bars of colors corresponds to the order of csets in Zquest. For example, the first bar would be 0, and the second would be 1.

You can only import overworld and dungeon palettes, unless you want to change the second set's sprite pallete by importing sprite palettes. Import the overworld and dungoen palletes... into the overworld palette section, and any of the sprite palettes into the "Main" section. To get the tiles from the first tileset, go to the tiles page and select "Grab" (You probably know how to do this already?). Again, choose your screen shots. Grab the tiles from the first tileset onto blank sheets. You can increase the amount of tiles ripped on the grabbing screen by dragging your mouse and holding shift.

When you've got it all ripped (Although it could take awhile), volaa, you have combined two tilesets.

Well, if you want to "fuse" 2 tilesets together, you basically have to build a new tileset, ripping tiles and palettes from both tilesets.
