I want to make a Legend of Dragoon Tileset, but I don't really know how. How dhould i make the sprites, and other key info like that. Is there a tutorial just on this anywhere?

Well, do you plan on making the tiles yourself, or ripping them? Both require a quite hefty discussion, so I need to know.

I'm planning on making them, cause I don't think they can be ripped, since the game is for PS1 and there aren't sprites, I don't think.
I would also need to know how to use the pallets and how to change colors and Csets and the like
