I've tried these settings with OpenGL 1.75, 1.77, 1.78 and other versions of the video plugin. I'm using EPSXE ver. 1.8.0.
Every time I get into a battle, there is some lag and NO BATTLE SWIRLS. Everything else about FF7 works smoothly. I've tried various combinations of settings to no avail. I even did the special fix, also to no avail. Can anyone tell what I'm missing here?

Did you try setting the "Gfx card vram" to match your size of you video card?
And also turn "Framebuffer access" to 4: Full software rendering. That should help I believe...

I set the GFX Card Vram to 128(or more)
and I set the Framebuffer access to 4. No dice, no battle swirl...
Well it seems setting offscreen drawing to 4 - may cause some garbage works with the swirl, however produces artifacts in battle. So it seems I can't win either way! lol

That works perfectly. I have that one already. But I'm kind of looking for an emulator that can also upscale the graphics as well with minimal...issues.

It's a plug-in for espxe from Pete's OpenGL plug-in. It's main focus is to cut CPU usage up to 90% (or even more on todays specs), and some of the OpenGL code was rewritten in places where it was inefficient. (Not knocking it but it's a complete mess with less than ideal ...ways of doing things.. you could say.) Unfortunately I don't have the source code any more and the link seems to of went bye-bye.
Can't tell you it will fix any issues but if it happens to be a issue in part of some relevant graphics code (non-software stuff) then it may be worth a shot. ..Of course it could also make the problem worse. ..IDK

Welp, looks like I'll have to deal with a great big blue block of color in the upper right of the screen for a second and a half as every battle starts. Other than that, the emulation works...pretty good.
