I see that Step->Next has a flag for Heavy Boots. I can't seem to find a flag for step->secrets. Is there another way to do it so you require the Heavy Boots to trigger a step combo that triggers secrets?

Using combo types, no.

 

If you use combo triggers (on any type, even None), you can set a 'Req. Item' that you must own for the trigger to occur.

yeah, combo triggers are a lot more configurable than combo types ever can be, for general purpose stuff.
