Well, I know it's not really that much, but Windows Movie Maker hasn't let me down. Granted, it's very limited compared to most programs, but it is free. All of the videos I uploaded were edited in there. But if you're looking to edit videos in 60fps, look elsewhere, because WMM only supports 30fps video. Still, you should be able to make at least 1080p30 videos with it.
If someone doesn't have Windows Movie Maker already, they're gonna have a hard time tracking it down. Windows Essentials is no longer supported as of this past January and is no longer downloadable from MS.
If you have Windows 7, it might still be there.
