It's called Keroro Gunsou. It's about an alien named Keroro (from the planet Keron, where everyone is a frog), who gets discovered and captured by the Hinata Family. Fuyuki Hinata (the son, and protagonist) as an occult enthusaist, attempts to befriend Keroro, but Keroro is bent on conquering earth, so there is constantly friction between Keroro and the Hinata Family. It's hilarious and random, but it has a very intriguing underlying plot. I would definitely recommend it.

Dororo, the fifth member of Keroro's team, is the greatest character in the entire series, but you don't meet him until episode 13.
