The arrows are in a white house with wooden framing and a green roof near the entrance to the village. You must bomb the southern side of the house to enter. There are two green plants directly to the left of the roof. The house is one screen east of the wooden arch that's in the southern part of the village, and one screen southeast of the statue and bombable warp point in the central point of the village.
