If it's the CPU that crashed, you need to move your hard drive. If the hard drive is what crashed, you're beat.
And I don't want to rent-a-mod, but...
OK, I won't.

You need to take your computer in to Best Buy Geek Squad or something similar. That's the best bet you have in this situation... they'll tell you whether it's even possible to transfer your data, and if so, they'll be able to do it themselves.

The hard disk is what stores all of your data, you'd need to swap that out.
In all likelihood that would be the only thing that you possibly could put into a new computer, anyway, so probably you should forget about the memory and other components.

When you say it won't turn on, how do you mean? It won't load Windows? Won't post? Do the fans and lights come on? Depending on how far it gets, the problem could be any number of things.
If you just want to get data from that computer to another one, you'd most likely just have to remove the hard drive and put it in the working computer. If the hard drive is working right and the OS recognizes the file system (which is likely, if they're both running Windows), you shouldn't have any trouble copying files.
I'd have to agree that taking it in to Best Buy or a local computer shop would probably be your best option.
