Well here's my 2 cents;
Black doesn't count as a color, otherwise it would be the black/white contest, which it isn't.
I think what he means is 2 colors per cset, or maybe using only one cset. You need something to seperate the sprites from the tiles. That would make more sense to me. But hey, it's not my rules.

So do you mean NES-type or Gameboy Pocket/Virtual boy- type graphics.
I assume the latter.

I think by TWO COLOURS, he means 1-bit graphics. This means every pixel can ONLY be the first colour OR the second colour.
The quest will only have ONE cset (copied to wherever you need it) that will consist of: transparent colour, colour 1, colour 2 (where either colour 1 or colour 2 is the same as the transparent colour. It needs to be doubled for opaque tiles using that colour).
So,
1 cset
3 colour positions
2 colours.
Black and white DO count as colours! If you chose to use black/white as your colours that's ALL you can use.
The game uses ONLY one DMAP (maybe other dmaps for title/cutscenes?), using an 8x8 grid of rooms (half an overworld). The game will have a MAXIMUM of 64 playable rooms.
Is that right?
