Is there way to customize Link's Shield properties? I want him to be able to block Bombs shot from the Bomb Octoroks.

You can change the "Block Flags" value, but for Bomb Octoroks, you can't block bombs at all with a shield as you'll always get hurt by the blast. If you're doing a quest with Z3 style boomerangs though and I believe a high enough block/reflect flags value on them, you can at least use a boomerang to detonate the bombs from afar, but don't quote me.

Sadly, there is no way to do this without scripting:

Currently, bombs and super bombs cannot be blocked by shields, but they can be blocked by boomerangs and hookshots only if the 'New Boomerang/Hookshot' rule is applied. Also whirlwinds cannot be blocked at all.

 

So, obviously, the only way to block them is by scripting.
