The program is called Zelda Classic. The editor is called Z-Quest. The most recent version is 2.10, but some people prefer the older ones which are more stable. Check out that site and you should understand a bit better.
EDIT: Right. I forgot that name isn't working... try www.armageddongames.net/zeldaclassic. It should be the exact same site.

I would very much recommend learning it. It's oodles of fun. That goes for you too, Mr. Goldest.
Anyway, Chocobo, don't give up on this program. I have a friend I am constantly trying to teach ZC to, and he can't figure it out. There is definitely a "what the heck is this?" phase. But once you get past that, it's great fun all the way.
