This actually should be possible without scripting, through using moving conveyor FFCs that can switch on or off via combo triggers, though you can correct me if conveyor belts don't function on FFCs for whatever reason. It may be a little jank to set up, seeing as you'd need a column of FFCs moving on tandem with one another, with changer FFCs on either side if the fan needs to oscillate back and forth across the screen, but it's still certainly doable.
Edit: Just tested a setup and apparently conveyors don't function on FFCs. That's the only link in the chain that doesn't seem to work. Every other part of a system like that works. It's still technically possible to do with combo cycling magic, but that's far beyond what might be considered reasonable. At least right now you can easily do stationary fans scriptless.

yeah, there are plenty of combo types that don't work on FFCs. There are still some that only work on layer 0, probably.
