Is distributing a quest without permission such as

against any terms of use?

It will be fine as long as you dont charge money or claim the quests as your own.
Even then, I dont think any legal action would happen. xd

Why is it you're asking? If you just want to share a quest with your friends, that's fine. If you want to submit it to another site, you should really ask permission first.

Can you clarify what you mean by "distributing other people's quests"?
This quest is already "distributed". If you want to share it, you can just share the link like you did in your original post. What is it that you want to do exactly?

First, if a quest uses any assets that belong to another entity, then any claims of legal ownership are dubious.
Second, if the quest is in a database, you are best-off linking to the database URL.

I'm sure letting other people know about the quest is fine, but showing people and claiming that it is yours is just a douche thing to do. And would be illegal on a higher scale of game design people. There's not really much people can do if they take credit for games they didn't make on here other than just being an ass or banned.
