How do you make layered bridges such as this?

Is there anyway to make this without struggling to make walkable comboes?

i dont know if it would help but just a suggestion theres a quest called "over-under bridges" im not sure it will help but you could give it a try

If you just want it to look like that, put the bridge tiles on layer 1. If you want them to actually be "over-under" than yeah, check out that one quest.

To make it on a layer, but walkable only on the bridge, set the bridge's walkability to whatever you want it to be, put it on layer 1 or 2, and make the tiles on layer 0 walkable. Although in some betas there are screen flags "Layer 2 is background" and "Layer 3 is background." You could use those to your advantage as well.

Does this mean I have to struggle to make walkable clones of tiles?

Well in that example I'd set the distant tree combos to be walkable "No Enemy" tiles... unless that stops fliers from flying over them as well, I'm not sure... which would also keep enemies from crossing the bridge... actually, it's not a good idea to do that.
Either way, it's not hard to copy a combo and get rid of its walkability.
