I couldn't think of anything, I'll say Aggron. Although it's not that weak, it does have two double weaknesses, and is evolved to at level 42

None. No Pokemon can have plus AND minus as an ability. But there does exist Pokemon that can have plus OR minus as an ability such as Ampharos and Manetric.
Name a Dragon Type Pokemon who can learn Energy Ball.

DOUBLE OBJECTION!! A single Klink or any other Pokemon cannot have both Plus AND Minus at the same time. You misread my post.
