There's a program and website that allows you to make userbars. Dunno any of the names but they do exist.

Here's the best userbar designer that I've used before: http://www.best-sign...rbar/#designer. Make sure to click the "Userbar Designer" link on that page and the designer should show up. 
You can also download a program to make userbars if you want. The best one I've seen on Windows is AmitySource Userbar Generator. I couldn't find any good looking ones for Mac or Linux, though.
