It's in the northeast. You need the hookshot..

NE of the overworld. You need to cross the water using the hookshot.

Hehe! Gotcha!
Have you got the hammer from level 6 yet? That's the first thing to get.
A couple of screens west of where you get the hammer, there is a room with 2 beamos. Search that room... and you should be able to fight your way to the boss key.

Coming in with the 30-quiver is very helpful. I've already told BigJoe weeks ago to shave the hitboxes on those rotating FFCs.

Go through every screen, and kill every monster. Best I can tell you.
If you've found the letter... red potion will be cheap for you.

There is a passageway in the Claw that has a bomb fragment in the upper left corner. There is no way to reach it.
