The quest rule "Weapons Can Go Out of Bounds (Offscreen)" also makes it so that (seemingly) all weapons no longer get set to WDS_DEAD when they collide with enemies. You can test this out by checking the quest rule and then using the bow and arrows on enemies - they will pierce even if the option isn't set. This also affects non-arrow weapons (for me I noticed this on one of the LW_SCRIPT types).
