any way to edit links walking speed? and or add an item that permentatly increases it?

Scripts can modify "Hero->Step" to change walking speed, and you can change his walking speed in "Init Data" in the same way (Hero Step field). However there is not a way non-scripted to *change* the speed mid-quest.

Zelda 3 has Pegasus Boots for dashing.
The Select Item window lets you select "Boots (055)" without the Pegasus.

That is not the pegasus boots. That item is a floor protection item that protects you from spikes and damage combos. We haven't added pegasus boots yet.
