If I remember correctly there were many skullatulas in tortuaga behind trees and if those run out there was a shop in town where you could buy more.

I can't be 100% sure since its been a while since I played Tortuaga - but I think you go under the arches and you need to enter from a different part from the adobe to get to that chest.
