I don't remember the exact reasoning, but it has nothing to do with 32 bit or 64 bit processing. The two are completely unrelated. Especially since this is still the case since they dropped 32 bit processor support. It most likely has to do with the fact that Dolphin is doing everything on a cycle-by-cycle basis, a common thing in emulation, and doesn't need as much ram to complete a given task since it purges out the task once it completes it. It's more likely that using more RAM doesn't benefit it at all in terms of speed. Graphics RAM is the main decider on speed because of the need for dedicated GPUs.
So yeah, 2GB of DDR3 CPU RAM is all you should need for Dolphin.
Any Dolphin users here?

I'm considering downloading Dolphin to play melee. Questions:
How do you connect a gamecube controller? Do you need a wavebird?
How many frames per second? I have a pretty bad computer (I know that's very specific )
How good is TAS stuff? That's the main reson I want to download it.
Thanks so much!

Correction, it plays BOTH Wii and Gamecube games.
The fact that it plays Wii games was already established.
