On a related note, I beat Clair with a team topping out at level 35. It took lots of healing items, but eventually her Kingdra and second Dragonair went down. Took me three tries before I eventually beat her though.
Now to do the Dragon's Den.

Do you want me to raise Charizard and Blastoise (70 and 51, respectively) to 85 or swap them with my Typhlosion and Gyarados, who are both level 100?

That's actually a bit of a fallacy, since some legends are only as good as/worse than some other Pokemon. Raikuo comes to mind as a Legendary Pokemon who is so restricted by his moveset that he is considered worse than many electric-types, such as Jolteon. Entei is so unremarkable that he falls into the Never-Used tier. By the same token, a select few non-legends are considered so powerful that they break standard play, such as Garchomp and Wobbuffet/Wynaut. This is a good list of Pokemon that are too powerful for standard play; note that stuff like Celebi, Latias, and Suicune are nowhere to be found here, even though they're very good legendary Pokemon. They don't break the game like these do.
