Hmm, the smart bomb looks to me like a really beefed-up Bo-bomb. That could be potentially disastrous for the playing field.

Well, that's just the thing: they never were a tag team. Pokemon Trainer is the first actual "tag team" character, so far. Popo and Nana instead work simultaneously. It may be hella weird how they function, but they do both follow the controller commands at roughly the same time.
I haven't seen a pair that functions like them since Mickey Mousecapades on the NES... but thank GOD they don't function like Mickey and Minnie. That game was horrible.
Anyway, tag team could be implemented to change the "leader," but there's no point if they have identical moves and share the same damage meter. Since Pokemon Trainer shares a damage meter for all of his Pokemon, I think it's pretty likely that the Ice Climber twins will also have just one visible damage meter between them.
