I provided a nice little fix for it. I extended the water two tiles up right past the chest, so you would need the flippers to get it. It's not that it "lasts" between the lake being empty and the lake being full, but that they're two entirely different areas that just happen to look identical. So they would have been two totally separate HCPs. So now the chest in the empty lake version is inaccessible
and empty, and when you get the flippers in the full lake version of the area, you can swim across the little bit of water to the chest! Great.

Oh, actually, that block in the lower right corner is actually walkable. It's floating there on the surface. I just walked over it and grabbed the HCP.

Oddly, there was absolutely nothing in that room. So I added a few enemies and added a warp to the floor below. Probably shouldn't have. Seriously, the majority of the Excavation remains a mystery to even me. It's just an odd place where I feel like he used an entire floor for nothing.

Yeah, see this one I can't find. Where is the floor above? The "floor above" that I see is the overworld, and there are no holes to fall into.
