That's the usual combo media gives to those of a prestige lineage, such as a royal family or a high class family that everyone knows (for example a modern high class family would be Bill Gate's family). And it was even more so for olden families that actually controlled the social aspect of life in the 1700's. When Link has blonde hair, he looks like he's part of those type families, and it doesn't look right. The brown hair was perfect and added a more of a "Gritty" sense about him.
