Probably the same reason Mega Man wasn't in Brawl.

Honestly, I think the tier list is going to be a lot more balanced this time around, especially with Sakurai not being the only balancer this time around. You could say that just about everyone has their ups and downs, and from what I've seen, none of them are bad problems, and nobody really has anything that makes them broken. Even Villager, who many are considering broken, isn't that broken if you give a full analysis of his abilities, with the exception of his Up+B, going from the very bottom of the stage, all the way to the top of the stage is way too good for my tastes.
Some characters may come across as mediocre, and some may come across as OP, but after a while, a fair analysis will fully come into fruition. A lot of people think Mega Man isn't that good, but that's really only because Mega Man essentially doesn't play like a Smash character. I'm not even sure where people are getting Link being mediocre from, his abilities have definitely gotten a buff from the other games, and his gravity is good enough for him to actually grab onto the stage, unlike Brawl. Not to mention, he's gotten a much need quick launch attack. Overall, Link is a lot more balanced than he used to be.

Yeah. You really can't tell how the balance is until you actually play it- or more accurately, until it's played in tournaments for several months. Tier lists aren't made overnight.

I still think people have greatly exaggerated Villager's power. I've fought against him quite a bit. He's got some cool moves, but most of his K.O. moves are very predictable, and the ones that aren't are hard to land.

Upon closer inspection, I definitely agree, with the exception of his Upward+B. It essentially allows him to go from the very bottom of the screen to the very top. Sure, there's some obvious weakness, but it's still ridiculous, imo.

I don't know, I still feel Villager is going to be a high tier at a minimum. Mostly due to his recovery, special moves and Slingshot aerials. The Slingshot aerials KO at a pretty decent percentage too, almost a little bit too low in comparison to other characters.
If anyone is bored, there's some people streaming Smash 4 over at Twitch too.
