I actually did not purchase it for 320 rupees. I did wait for the Flippers, saw it offered for 140 at Volcano Island, and decided that it was a perfect time to purchase it.
It also saved me from a lot of Like Like troubles in Levels 3 & 4. Yet it still caused serious problems for me to not have it during those levels.
By the way, you need the Ladder to complete Level B, you do have to complete Level 4.

I think you should have just offered the Magic Shield the price you can get it for after completing the Master Dome in the whole quest though, 20 rupees!!!
