In this case, probably yes. They'd have sent an official "cease and desist" order or perhaps pressure the ISP causing the site to disappear overnight, but they wouldn't hack it. Also, it's hardly in their interest to hack their own fans.
On the question of the new home, let me be as diplomatic as possible. The first and foremost thing they need is a home they have full access to, i.e. FTP. Think of it as having the keys to your own front door if you like. This would allow them to host ZC, upload and change files, make releases, host and show videos, tutorials, script files et cetera. That's the difference between zeldaclassic.com, the actual 'home', and armageddongames.net, the official forums. Of course the site will need a forum, but if you have a site you can host a forum on it yet not vice versa.
It also means if there ever is any hacking problem - let's face it, it sometimes happens - the developers or whoever is running the site can fix it. AGN has been hacked before and come back. What makes me think this could be the end is AGN's been hacked and not come back within a day.
These reasons rule out PureZC as a new home. My advice to the developers would be either to host a completely new site of their own and under their control or to join forces with an exsting one where not only the staff and community but also the owner and webmaster is active and helpful.
Of course it'd be the simplest option if ownership of PureZC changed so that we could fulfil that criteria - we are the largest and most active ZC site after all, and have excellent staff - but that option is a dream of mine, it's not in any way realistic.
