Multiscale isn't really a necessity for me. I've had better experience with Inner Focus than Multiscale. I plan on breeding a separate one with Multiscale, but for now I'll just deal with Inner Focus. As for the Roost/Earthquake deal, Earthquake is mainly there to deal with the few fairy types that you DO have to worry about. I might replace it with Roost as I thought about that once, but it all comes down to when each move is right for the job. (A lot of this stuff has been tested, btw)

Wait a minute. I forgot something. The MAJOR reason why I even have Earthquake on there is to counter the 4x damage Dragon receives from Ice types. With the high attack stat Dragonite has, it 1-shots nearly any Ice type with Earthquake. But yeah. I'm getting ready to start breeding a 6IV Dragonite with Multiscale. If I make any extras, I might give them away. I'll post here if that happens.

If you're worried about Ice and Fairy types, Steel Wing may be the better choice than Earthquake.

I still think staying in against a 4x weakness w/out Multiscale/Weakness Policy is foolish.

252 SpA Life Orb Starmie Ice Beam vs. 4 HP / 0 SpD Dragonite: 426-504 (131.4 - 155.5%) -- guaranteed OHKO
252+ SpA Life Orb Florges Moonblast vs. 4 HP / 0 SpD Dragonite: 400-476 (123.4 - 146.9%) -- guaranteed OHKO
252+ SpA Life Orb Blissey Ice Beam vs. 4 HP / 0 SpD Dragonite: 390-463 (120.3 - 142.9%) -- guaranteed OHKO

Just a few examples.

I already plan on switching it out for something else. Also, thepsynergist, I am already working on one with the hidden ability. I was waiting until I got a foreign one so I could get that bonus of having a slightly bigger chance of a shiny. This one I got was FANTASTIC. It has 5 perfect IVs and is of Adamant nature. Plus, it has the ability Marvel Scale. :D I was SO happy when I got it.

Okay, so I got a 5 IV Dratini with Marvel Scale. IV's are 31/31/31/??/31/31 I'm happy with this as I won't be using that Special Attack stat. :)

Perfect, it'll be a force to be reckoned with if you give it Weakness Policy.

Here's some calcs after you use DDance once and get hit with an Ice Beam by some select OU pokemon.  I gave your Dragonite 252 EV's in Sp.Def to make sure you live through a lot of threats after you use a DDance.

252+ SpA Life Orb Starmie Ice Beam vs. 4 HP / 252 SpD Multiscale Dragonite: 185-218 (57 - 67.2%) -- guaranteed 2HKO
252+ SpA Life Orb Suicune Ice Beam vs. 4 HP / 252 SpD Multiscale Dragonite: 174-205 (53.7 - 63.2%) -- guaranteed 2HKO
252 SpA Life Orb Protean Greninja Ice Beam vs. 4 HP / 252 SpD Multiscale Dragonite: 260-307 (80.2 - 94.7%) -- guaranteed 2HKO
252+ SpA Mega Abomasnow Blizzard vs. 4 HP / 252 SpD Multiscale Dragonite: 318-374 (98.1 - 115.4%) -- 87.5% chance to OHKO
252+ SpA Hydreigon Draco Meteor vs. 4 HP / 252 SpD Multiscale Dragonite: 178-211 (54.9 - 65.1%) -- guaranteed 2HKO

As you can see, killing it in one hit will be very difficult to do, barring Stealth Rock or Weather.  Roost is so you can refresh Multiscale.

So I finally decided to begin breeding to get into the competitive scene and ended up getting myself a male Adamant Marill with 31/31/31/??/31/31 IVs with Huge Power. I'd like to improve it some day by trying to breed a 31 SPA IV into it, making it completely flawless so I can use it to breed IVs into other pokemon I wish to use for competitive battling. Sending the 30+ Marill I accumulated away through wonder trades, I got this little gem:

Larvitar (Male) @ Lv. 1
Ability: Guts

IVs: 31/??/??/31/31/31
Nature: Sassy

- Dragon Dance
- Stealth Rock
- Iron Head
- Outrage

Is this good for a competitive Tyranitar?

-----

Currently, I'm trying (and failing) to breed a Flawless Anticipation Eevee. Oh boy, this will be a long ride considering that each Eevee only has a 1/8 chance of being female and they often don't have Anticipation...

Assuming you wish to stay with that set and nature, it could make a good setup sweeper Tyarantiar, although it typically prefers to run rock or dark physical stab moves in that case. Sassy nature is normally used on more defensive sets, like Stealth Rock / Crunch / Fire Blast / Coverage move.

Whichever you plan to go with, if either, I could give some tips as well.

It's pretty good.

You'll need to invest some EV's in Def. to offset the loss in stats from non-perfect IV's, however, that's a decent moveset.

The current recommendation for a really good Tyranitar is as follows:

Tyranitar @ Assault Vest
Ability: Sand Stream
EV's: 252 HP / 252 SpD / 4 Atk
- Crunch / Payback
- Pursuit
- Stone Edge / Ice Beam / Fire Blast
- Superpower / Low Kick

This allows for a lot of coverage and makes him an insane special tank.  With Assault Vest in the sand, his Sp. Def rises to a staggering 598  without a Sp. Def boosting nature.  However, this set using Dragon Dance is also viable.

Tyranitar @ Tyranitarite/ Weakness Policy
Ability: Sand Stream
EV's 252 Atk / 252 Spe / 4 HP
Nature: Jolly
- Dragon Dance
- Crunch
- Stone Edge / Rock Slide
- Earthquake / Superpower / Ice Punch

Are you looking for a Male one in the end, or a Female? A 6IV Male isn't too bad to try for, a 6IV Female on the otherhand is kinda like trying to breed for a Shiny, except with slightly better odds. Don't be shocked if it takes hundreds of eggs for a 6IV Female. I've been breeding for them as well and they are not fun.

Via Serebii: "Pokémon Bank has finally gone live in Europe, Australia and New Zealand. This game is automatically at Version 1.1 and it has been announced that the 30 day free trial is redeemable until March 14th 2014. North American release is still unclear. We covered this game in full on its initial release in Japan on Christmas Day, and have full details on all exclusive Pokémon in our X & Y Pokédex. Also, the Celebi event is active on it now and runs until September 30th 2014. Click the image to go to the Pokémon Bank page"

Perhaps, we'll be seeing it soon then worldwide if we're lucky.

Seriously?! No America release yet? Europe, Australia and New Zealand all mostly speak English, so it's already translated, what excuse is there to not put it in America yet?!
