Not if you have a really fast Pokemon that can use Mean Look! :O
Eurysilas: The PokeWalker is able to be used as soon as you're able to catch Pokemon on your own, so no waste.

Anyways... I performed a similar strategy to catching Lugia that I utilized in my last runthrough of Silver: Start with Weepinbell, put it to sleep, switched to Pidgeot and used Sand-Attack until I couldn't use it anymore. Switched to Typhlosion and Leer'd it a few times, then back to Weepinbell, put it back to sleep, and used Cut on it, then Vine Whipe when its health got lowered. Luckily, it didn't have Recover like it did in Silver, so that helped. I had to reset a couple times, but when I finally got it down into the red, I caught it on the second Dusk Ball. Awesome.
I'm at the gate to the Indigo Plateau, almost ready for the Elite Four challenge. I looked at my party from Silver when I beat it the first time, and it was something like this:
- Lv. 46 Typhlosion
- Lv. 44 Lugia
- Lv. 42 Weepinbell
- Lv. 38 Pidgeot
- Lv. 43 Red Gyarados
- Lv. 39 Graveler
- Lv. 44 Typhlosion
- Lv. 37 Pidgeot
- Lv. 40 Weepinbell
- Lv. 35 Graveler
- Lv. 43 Red Gyarados
Man, dis is gonn' be fun.

So I went to the Pokeathalon. Did a speed challenge. Got first place. Game froze. Dang it's frustrating! But on the upside, I did manage to get a Pinsir in the bug catching contest, and still not even get third place.

Kanto is still lacking in stuff to do beyond fighting the gym leaders; but the real treasure is just seeing the re-done areas. Sooo wonderful. It's to bad Cinnabar is still blown up.
Also, I'm replacing the Sunflora in my team with a Magnezone and replacing Pigeot with a Muk. Who'll I use for Fly? **** if I know. Maybe I'll try to raise a Delibird again.

... Oh, and a Weepinbell at about level 35 that could handle the Horsea and their evolutions.

Buzzsaw, the Level 40 Meganium!
Batman, the Level 39 Crobat!
Boomtown, the Level 41 Houndoom!
BrklnRAGE!, the Level 40 Heracross!
Boat, the Level 39 Lapras!
Bwiffins, the Level 40 Mamoswine!
This team is looking a lot more solid, and can handle threats my previous team couldn't deal with, such as Poison, Electric, Dragon, and heavy Flyers. I think I've got this.
