Just in all honesty, I don't really see the point of it as you can most likely acquire Rupees much easier than Arrows or Bombs.

First off, it would be nice if the palette editor let you see the entire screen while you mess with the colors, so you can see immediately how well the colors go together. Also, being able to do so while working with the tile editor would be nice as well. I was working on a 4x4 tree, and it would have been nice to see the entire tree while I was working on tile edges.
Secondly, I would love it if there was a way to utilize screen-sized image files for RPG-Maker styled parallax maps. You know, you make an image to use for your screen, and then add in invisible solid tiles to mark off where you can and cannot go. Add in the ability to make the image file animate, such as having the image work like a spritesheet or something, and you could come up with some really cool and elaborate designs for places. (Add in layers and transparency, and you've got a way to easily set up some kick-ass lighting effects for dungeons and forests)
Finally, if you had a play-test option put directly into ZQuest, so that you didn't need to close the program and open ZC to test something out, it would be fairly convenient. Just throw up a window to let the tester put together their inventory, set a starting location for the current screen, and then add an extra window where the tester can manually set switches, secrets, and screen states so you can immediately test an area to make sure everything works properly.

.
well there is a room type called gamble,it is a 1 in 3 chance you will win and a 1 in 9 chance it will be a 40,1 in 6 chance that you will win 30,and a 1 in 3 chance you will win 20 rupees.
I'm aware of the odds.
They are not good odds for the player, which is why I don't ever bother playing the gamble game.
However if you could edit the odds you could make a more interesting gamble room.
