So this concept art canonically means Link didn't skip the Magical Boomerang, never bought the Magic Shield, and shoots ARROWS from his bow, even though he clearly shot his rupees.

Actually, Fear Rattatat only works if it is at such a low level that ANYTHING from a Level 100 or 50 would OHKO or Endeavor won't work as well (Max attack, btw, is nowhere near 999. I'd be surprised that it is over 200 for that matter).
Maybe it isn't a Fear Rattatat after all...
