all you need is the mirror shield and your wand for the north one and the south one requires just the wand.  both are timing puzzle and you need to hit the switch at the right time.

In the lower right hand corner of the sewer, there's a door and a switch on the wall with half a bridge.  I've thrown everything at this this switch and nothing.  I have one key.  Do I need s dungeon item here?

Yes you need one of the dungeon items to open that area.

The same way just like how you entered the dungeon with bait.

I'm stuck on lvl 9, floor 2.  I only found the red tunic so far.  In the upper right is a room with water with seemingly no exit.  On the right is a room with 3 dark robes? that I can't seem harm at all.  Do they require a dungeon item I haven't found?  I see the bridge in the lower middle.  I haven't been able to figure out how to activate it yet.

The water room is an exit for the room above it.

Dark Wizrobes are only able to be hurt by reflecting their shots with the fire boomerang.

That's precisely how it works! Now, would you kindly remind me how to get back to the steamy area where I've already been but can't seem to get back to?

That's along the way to level 3. If you look at your map, you can see that it is just above the cave leading to level 1.

You should be able to find the Bow and arrow on the left hand side of the dungeon.

 

Don't forget to go back to the bottom right side however to get the boss key. Bow required.
