Or are you talking about those LED TVs that turn off some of the LEDs in the back?
Yes, it's even present in non-LED LCD TV's. Dynamic Contrast is a seperate beast and modern TV's tend to handle that new fangled technology pretty well (You can, as you've noted, turn it off if desired).

No I'm not talking about dynamic contrast. It's called dynamic backlight and you can turn it off. I think it's because it's not an LED TV.
Might just be a few TV's that let you turn it off. The few I've personally used, including computer monitors, don't let you turn that off or even mention it as a function.
