I think that it's not been released yet so that it doesn't interfere with the sales of Mario Kart Wii and Wii fit so that Nintendo can make more money from their sales, but that's only my opinion.

I went onto GAME uk's website and it said there that it would be released... on the 1st of June.
Personally, that is later than I would have wanted it to be released, but earlier than I expected. So... I hope it's right.

The thing is, Nintendo hasn't ever made a release date in Europe. So, there was no "schedule."
There's no way you could have had it in February. Translations probably weren't the biggest problem as per usual (but, you guys have a ton of languages out there, so maybe), but rather, copies. Europe on a whole is larger than America, so more copies need to be produced for there. What about voice actors? Wouldn't there be actors doing voices in different languages too?
Brawl got delayed to make sure it was thoroughly tested, and that there were enough features. The game has long load times, but that's because of how damn detailed the thing is. I honestly don't see why people keep complaining about that aspect, either; it's completely understandable.
And one thing is for sure. Brawl didn't get delayed as long as OoT did.

No, The voice actors don't change for any of the characters. Apart from, for some reason, Jigglypuff. He gets a special voice in French (Where he's called "Rondudu") and in German (In which he is "Plumeluff"). Italian and Spanish Don't get this (Really quite pointless) "Privilige" (Which Probably takes a day and a half to complete. For each language).
And, I suppose, the voice which tells you what you've selected ("Break the targets!!!") has to get translated into 4 new languages too. That probably takes a whole week.

Nintendo has officially released a date for Brawl: the 27th of June.
I find this particularly annoying as it was supposed to be released nearly half a year before that date.

With no delays at all, we should have had it in around February.
I'm pretty sure Jigglypuff's a she.

Jigglypuff was in Smash Bros. BEFORE there were female Pokemon, meaning it had to be male then, so it's only natural to assume it's the same Jigglypuff as in the previous games.
