Yes, but it also spreads out the notes. You're still hitting the notes at the exact same times you would normally. That's why a lot of people don't consider it a "true" cheat. It just plays mindgames with you.

He was using the no-fail cheat. It's impossible to clear any song with only 37% hit rate. Did the rock meter ever drop into the red or was it constantly in the green?

I am on Cliffs of Dover on expert now. Cult of Personality wasn't that hard. I mean the second solo was a bit tricky, but not impassable. Cliffs of Dover is really giving me a hard time though.

He beat it in carrer mode. The no fail cheat doesn't work in carrer mode. Most of the time the meter was almost down completely. But he managed to stay alive.

The general rule of thumb is that hitting a note takes you one step forward, missing a note sends you two steps back. So theoretically, you'd need at LEAST 66% to pass. 37% is impossible. Unless you can show me a career score around the 80-100k mark I don't believe you.

Ya, after seeing him play some more, I think he was lying to me. The thing that stumps me though is that I saw the results screen. It said he beat the song, on expert, in carrer mode, with only 37% of the notes. But I still think he's lying. He doesn't really have a good track record for honesty.
