Well, the combos aren't cluttered, and it's small enough that it'd be hard to get confused by the layout. The tiles are also properly ripped as far as I can tell. And it generally looks nice.
There are a few problems, though: first of all, most of the items still use Classic tileset sprites, as do most of the enemies. Yes, I know that sprites for a lot of these objects didn't exist in FF3, and FF3 enemies were usually too big to rip, but in the interest of making it a complete tileset, some sprites from other Square games might have rounded it out better. Additionally, Classic items often don't look very good in the FF3 palettes you ripped...and in any case, using Classic tiles as filler is one step from leaving those tiles blank.
This is pretty nice as an organized loose tile archive, but I'm not sure it'd be good for quest-building. So I give it a solid 4. Thanks for calling attention to this good, old-fashioned RPG.
