I believe it's near the first screen, go to the beach area, and then go left, and you should see an incomplete ladder. Using your ladder there should work.
Unlesss, that's not level 5, I haven't played this quest in a while.

Where do you get the ladder?
using my faulty memory"", level -5 is at the beach go left when you see the incomplet ladder,, shut arrow at that hole n the wall..
the ladder is level 5 item ... you buy arrow at that seller outside,, bow is at level four. though!
