Usually people on the internet learn about how the handheld functions a bit.
PocketNes for example, is not a port. It's completely emulation. The whole NES system data is put into file, and then you use this executable to compile the emulator and the NES roms into a GBA rom.
Then you put it on a flash cart, which is a cartrage for your GBA that you can of coarse, flash data onto.
If we want ZC on DS, I think we're going to need to port it, not emulate it. Porting is making pretty much the same concept, but making it so the way the coding is layed out is compatable with the device.
Take a look at this.

I've asked the pros about what they think about the possibility of ZC being ported to DS.
It's absolutely possible now.

Hmmm.... definitely a notable concept, and definitely possible (except for a possible RAM problem, as noted by DarkDragon and Relic) but the legality thing is DEFINITELY a problem. If Zelda was made by Sony, then there would be no problem. However, because of the Wii ports of retro games (The Legend of Zelda, as one) Nintendo is pretty much the only company taking legal action against some ROM sites because it's (basically) cheating them out of money...
Plus, remember what happened when Nintendo licensed Zelda for Phillips? WE won't do anything like the CD-I folks did, but I'm sure that they're not taking chances after that fiasco...

I'm with Nick on this, really.
The idea is great, yes, and has been mentioned a jiggazillion times. Not to be rude, but I'm wondering when everybody will eventually get it through their heads that this most likely isn't going to happen, ever.

People make DS homebrews where you can play hexen, duke nukem, or any stuff like that, so I wouldn't understand about having legal issues.
