I don't remember this dungeon that well, but I think it is behind the L4 sword...do you have enough HCs?  There are a bunch in the overworld near level 1.  Lens of truth (found in the SW - need to dive for it) can be helpful finding those HCs.

Pretty sure there's a merchant that sells them.  In the south, after you steer the raft at the different-colored rock tile, you can find him with the whistle

do i need the lens of truth because i have some difficulty with the raft

it's about a couple of hours that i'm doing  circles. grrrrrr

I forget where, but somewhere there's an old man who tells you words to the effect of "hold down when you see a different colored rock."  Roughly translated: after you launch from the dock, you'll eventually get to a screen that is all water except for the very top row of tiles.  All of those tiles are grey except for a single brown-ish colored one - it's easy to miss (imo) if you're not looking for it.  Once your raft is directly below that brown tile is when you want to steer the raft south.

 

Back in the day I couldn't figure this out either; thank god for the forums.

 

Btw, you can't get the lens until after level 3
