"Sprites Carry Over in Warps"

I have this option selected so that enemies will warp to the next screen with Link. It works, however after I warp to the next screen most of the enemies stop moving. They still animated and use their weapons, but they don't move. Is this a bug or am I missing something? I'm using version 2.50.

Are the enemies ghosted or otherwise scripted? If this is the case the enemies will carry over but the scripts controlling their behavior will not.

They are not, they are just regular enemies.

 

Edit: A bit more information. I have keese and moblins in the screen. It seems the keese work fine, but the moblins stop moving if they face up, and from what I can tell sometimes they will sometimes get into a pattern where they keep moving a few tiles left and right instead of facing up. I also tried like likes instead of moblins, they also stop moving.
