It looks empty for me too...
Don't mean to flip out or anything, but how the hell is this empty? It's literally filled with detail and has a good balance with walability.
I do get the tree, it is a bit out of place, but it doesn't make the screen bad in ANY way

The roads have little to no detail.

I didn't say it was bad but in gameplay terms it will force the player in a narrow spot forcing you to move around it. That in gameplay terms makes the screen no fun if your stuck behind the pine tree that is.
Also I might have miss worded my opinion on your screen, apologies, I meant it seems empty.

You know like uh...you could use some NPC's or something in this Screenshot
and I wasn't talking about the road
the road looks fine.
What i think.
It just needs maybe some random NPC's
or some random enemy's
wandering around

Yeah NPCs will make the screen less seemingly empty. At least 2 to 3.

You've got some nice shadows going in the lower left, kind of reminds me of Coro's
home in Twilight Princess (if it had more shadows) nice job!
